Troubleshooting a non-starting car. 200 1983

I separated this from my other post, to keep the two issues separate. My '83 245 won't start. I drove the car 7 miles to pick up a pizza, and it made it there alright. It has (I think) still some air leak issues which causes a lot of jerky power delivery issues. (I replaced a couple of hoses around the intake manifold with new ones that came with the car, as one was clamped with duct tape and the other was spliced with another pipe over the hole, as the original had cracked) That helped, but didn't solve the problem. Anyway, I was driving home, and slowed down for the traffic light and the car died. No big deal, it's done it before, so I pop it into neutral, and it won't start. I ended up getting it towed home, and I took out the insulation panels to get to the fuel relays. (At least I assume they're the fuel relays (two black relays hanging in midair under the dash) What do I need to look for/check to see if they're still working? And when should I listen for the sound of the fuel pump? I'm not exactly sure what I'm listening for. Also, the starter (I guess) has been bypassed. You turn the key to the II position, and then push a button on the other side of the steering wheel to start it. Help?
