Air bag blows horn when tight 200 1991

I installed a new airbag in the steering wheel of my 91 240. When I tighten it the horn blows. If I loosen the passenger-side screw a little it's fine.

Am I missing something? Spacers somewhere? Different airbags ie. perhaps this is a 92 airbag and it's different from a 91? I thought they were the same 91-93?
