940 A/C question 900 1992

I own a used 1992 940T. Lately A/C isn't as cold as it used to be.
I decided it was low on refrigerant (R134). When I attach a hose
to low pressure side valve, green foam comes squirting out, kind of like
shaving cream. I assume this is lubricant...but why in frothy form?
I'm not sure what to make of it. Why is the stuff coming out? Is there too
much lubricant? Am I still low on refrigerant?
Any opinions welcome.
