Theory question (Idle operation) 200

Just a theory question for better understanding of intake system.
At idle from where does the engine get air .
Is it always through IAC valve. So is the IAC partly open at idle .
If this is so then on what basis IAC decides that more air is needed and opens fully.

Does this also assumes that throttle butterfly fully seals the air passage. I think that even in a new TB some air always leaks in .
