got 28 miles per gallon on a road trip ,without ac of course , I have a question though 200 1991

Hello all , I took a road trip on saturday . When I filled the tank up my fuel gauge was in the middle of the red mark it was very empty.The tank topped off at 12.45 gallons . I did mostly highway driving and I got 350 miles on that tank of gas , so when I did the math it came out to 28 miles per gallon . I was very happy. But what I dont understand is that the tank capacity says 15.9 gallons ,so why did I top out at 12.5 gallons. Can I let the needle go down all the way to the bottom of the red next time ? Will that give me the full 15.9 gallons ? or does a 1991 240 top out at 12.5 gallons , I would appreciate all replies, rf64.
