Electrical surges 200 1989

Driving along at city speeds last night, 30-35 MPH. All of a sudden the headlights and dashlights got noticeably brighter, the A/C fan sped up and the engine seemed to speed up - when I took my foot off the accelerator, it didn't seem to slow down as quickly as usual.

The episode lasted for about 15-20 seconds, then everything went back to normal. A couple of minutes later, the same thing, lasted for about 15-20 seconds, then returned to normal.

Voltage regulator?

Any other possibilities?
