That black "paint' around the instrument cluster 120-130 1966

Is there a way to replace that black "paint" that surrounds the instrument cluster?

The cluster in my '66 130 has flaked off quite badly.

Alternatively, does someone have a decent cluster face they would be willing to part with? Shoot me an email.

What's involved in changing the cluster face?
