locked steering wheel and ignition 1800 1973

Hello All:
Any ideas on how to unlock the steering wheel and ignition on my old P1800ES? I have tried lubricating it, wiggling the heck out of the steering wheel (from gentle to frustrated rocking!) and still no luck. HELP!
