Steering shudder with toe adjustment? 700 1987

I had noticed awhile ago that with the front end off the ground, engine running, turning the wheel produced a very pronounced shudder. It was not present with the car on the ground.

Few days ago I replaced inner and outer tie rods, ball joints and stay rod bushings, did a quick toe adjustment and had it toed in too much. This evening I got the toe set to about zero, what I prefer, and on the way home noticed that steering shudder in normal driving, bad. A quick glance in the dark shows what I think is it now having a bit of toe OUT, suddenly. Is the rack just worn out? I had some trouble chasing the toe adjustment around, after turning wheels/rolling car, the adjustment varied more than I thought it should, but it was about right when I was done. There is minimal steering play, I would call the rack in OK condition just by feel, till now. Help?
