Is my 940's O2 sensor bad? 900

1992 940, 160k miles, and the Check Engine light is on.
The code is 2-1-2, Oxygen sensor signal missing or Faulty Oxygen Sensor.

After getting the engine up to operating temperature I checked the sensor with a voltmeter. The readings varied between 0.026 to 1.261.
The engine is not idling as smooth as it used to before the light came on.
