740 starts but no power 700 1989

My 89 740 started misbehaving - wouldn't rev above 3000rpm - so I guessed it might be the fuel filter and replaced this. Now its all back together things are much worse! It starts but does nothing more than tickover. If I open the throttle it just dies. I can here the fuel pump running so I can't understand why replacing the fileter has made things worse.

Any ideas would be appreciated - its the the B200E engine - inline 4 no turbo.
