The problem is solved but I'm wondering if I've created another problem down the road.
Original problem was slop in the accelerator cable (D-jet) that I handed over to a savvy (but non-volvo) mechanic. Rather than bend the bracket on the manifold he removed a spring loaded device in back of the pedal. We marveled at the strength of the heavy spring in such a light application. So I ask why this gadget existed and what its removal might create in future. Slop is gone and engine decelerates as usual. Was its function to protect against stretching the cable? Is this a useful item as I'm not in the habit of maxxing out the cable throw?
