Leak on passenger side, what are those parts under the dashboard? 200 1987

Hi,

I am discovering a new to me 240DL sedan with 59K miles.

The quick question is, what am I looking at here? Looks like some A/C parts wrapped in some nasty goop, as if to stop some leaks.

The longer question is, is this going to stop the water on the right side?

First, when I bought the car, I had massive leak on the right side of passenger well in a pouring rain. The windshield seemed to be the culprit and it got resealed. The floor carpets dried out but I didn't have the chance yet to open up underneath.

Second, I brought the car to A/C guy and he tested the system and charged the antifreeze. Now I had the A/C. We drove 2 hrs each one yesterday on a hot muggy day, the engine temps climbed into the top 2/3 mark on the instrument. I could feel the floor on the left side of the passenger well get wet. Clear water, no smell. Gotta be the condensate from the A/C. On the way back a lot of water accumulated on the floor by the back seat on passenger side.

Could the water in the back be still leftovers from the rain trapped somewhere?
Can the gooped up parts - the goop seems to go into the plastic box - contribute to the water appearing?

The trim under the glove box is dry, everything around the transmission tunnel seems to be dry.
