79 245 reporting hot in temp reading when cold 200 1979

my 1979 245 started out this week stuttering during acceleration and then today the temperature gauge in the instrument cluster reports the temp is hot even when its been sitting for hours and is completely cool. the water reservoir is full.
what could the problem be, where should i begin?
