'83 B21F Slight Surge Under Acceleration 200

My '83 242 with the B23F engine has a slight "surge" in the power delivery when one accelerates under about half throttle or less. Also, when I "floor it" at lower rpm's, it sort of bogs and hessitates before it "comes on" and pulls hard. I've set the timing at 12-degrees BTDC and everything else seems to be in order. Is it easy to adjust the air/fuel on these cars accurately? I tried using a dwell meter, but the values listed in the Bentley manual (20 to 70 degrees dwell) seem to be sort of on the wide side for accurate tuning.

My gut feeling is that it's not getting enough fuel and I wonder if I may have a bad injector.

Any advice?
