odd rpm surge? 700 1990

I have noticed a surge while driving it's random and seems to happen when I apply accelerate however the gauge can surge upwards on its own even while idlying she doesn't stall but seems to have a mind of it's own, Immediately I thought of fuel pump, however both pumps were replaced 30,000 miles ago.
