High Idle after head gasket replacement? 700 1991

Car is a 1991 745 turbo.

You may remember that a few weeks ago I had loss of coolant problems, and one overheating episode. Decided to let a local, independant Volvo shop fix it as I am tired of working on cars.

The night before it was taken in to the shop, it idled just fine. Shop said that the head gasket was blown. Head was machined and the car was put back together. However, the shop has chosen to set the idle at about 1400 rpm (in Park/Neutral and A/C off), and I can't figure out why. The shop says that the car was not idling right and that maybe there was a problem with the piston rings or something, and they want me to drive it with the high idle for a few days. And, they say that they only set the idle to about 900 - 1000 rpm. I assume that they mean in neutral and with the A/C off. This makes no sense to me.

I am not very happy with what they did, and am going to set the idle back to normal tonight or tomorrow. I am assuming that they set the idle up by just cranking up the stop screw on the front of the throttle body. In other words, they did the "lazy mechanic" trick that is mentioned in the FAQ. This, of course, throws off the adjustment of the throttle position sensor switch (TPS). And, for what it is worth, I tried listening for the "click" from the TPS, and there is none as the throttle is moved off idle, or back to idle.

Does it make sense to any of you that the car has to idle fast after a head gasket replacement, or is the mechanic just fudging because he could not get it to idle right due, most likely, to crud built up in the throttle body? Should I just go ahead and reset the idle? I'm really a bit displeased with the shop.
