temp gauge wacky 200 1993

Been having temp gauge issues where it will sit about 1/8 inch above the bottom of the orange (7:30ish) about 95% of the time, then once in while it will rise up to about an 1/8 inch below the red on top. Does not seem to be related to AC or stop and go driving.

Replaced broken Thermostat, which I thought would fix it, Flushed radiator, new hoses, Blew out radiator with compressed air, and ran a new negative battery cable and ground. What's next steps? Water temp sensor? Temp circuit board? Anything else to check?
