Fuse #16 keeps blowing on my '89 245 as soon as I hit the lights. 200 1989

Okay, so the sub-stack Grey Moose has been blowing it's #16 fuse as soon as I turn the lights on. According to the fuse panel cover, that white 8A fuse is for:

R.H. PARK AND TAIL LAMPS
INSTRUMENT AND PANEL LAMPS

I've since isolated the problem to the 'INSTRUMENT AND PANEL LAMPS' as seen below:

The double wire is for the external lamps. The dangling white wire is for the inside lights, and as long as that isn't hooked up, the fuse is fine. I tried disconnecting the dimmer rheostat for the dash lights and the fuse still blew as soon as I hit the lights.

I've been following the wiring all around the dash and can't find any shorts or rubbed wires. Is there something I'm overlooking or what? I've found some other people who have had the same issue, but no solution as of yet.
