Strange brake light problem - RHD car 700 1989

I changed both rear tail-lights on my sedan today.

The previous right-side brake light has been out for a while (melted socket) and the bulb failure lamp's been on all the time. After the new tail-lights were installed, the brake lights seem to be at a constant brightness, and don't flicker (become brighter?) when I depress the brake pedal - unlike the behaviour of the previous good left tailight. They also don't shut off when the headlights are turned off for daytime driving. The bulb-failure lamp is also still ON.

Could this be a bulb-failure relay related issue?

Also, fuse no.4 (stoplights) was blown. I had only noticed this after I had changed the tail-lights and I am not sure if the two are related. The fuse holder looks a little brown from a high current load. I have refitted with a known good fuse and the problem is not solved.

The tailights were installed with the battery disconnected.

Can anyone clue me in on how to troubleshoot this?
