engine swap from 240 to 740 but no start 200

I have a friend who is trying to resurrect a 91 740 with using an engine from an 85 240. He has done the complete engine swap but cannot get the car to start. Both starters have been tested and they are good. The starters engage but will not turn the engine. The engine can be turned over with a rachet. My friend is stumped and tired. Any ideas of what I can tell him? Thanks, George
