Engine floods on hot starts 700 1987

I'm having to hold the pedal to the floor for at least 7 seconds to just get it to fire. Then I'll have to hold it down another 3 seconds after it starts to get the fuel to clear out.

I've replaced the fuel pressure regulator and just installed 4 warrantied rebuild injectors. I also installed a new o2 sensor less than 1 month ago. I also put in a new coolant temp sensor. It's doing nothing different.

The only problems I know of would be...

-Turbine Housing is cracked and exhaust is leaking from the back of the turbocharger. (Car is an '87 740 Turbo)
-Can hear that oh-so distinctive whining through the radio at seldom times.

Any ideas? I was also previously getting TERRIBLE gas mileage while driving. I thought it was a leaky injector, but I haven't had time to test my mileage after replacing them. I'm afraid the car just won't start one time.
