740 Engine Problem 700 1988

Hiya,
I have a 1988 Volvo 740 GLE which has been running fine untill last week. Now when I start up it runs rough, will not rev up, rev counter hovers around 3000 RPM (though no way is the engine reving to this) and only runs better when running out of Petrol.
Have Checked fuel pressure, ignition timming, cam belt,air leaks,electrical connections, fuel meter unit + relief valve cleaned, it seems to be getting to much fuel, as I have mentioned it only seems to run better when runnig out of fuel.
Is there anybody out there who can help me?
