High Idle Speed 200 1984

Dear Listmates,

I have a 1984 244DL non-turbo with B23F engine and LH 2.0 fuel injection system. My car has 111k miles. It is idling at 1130 rpm (normal is 750 +/- 20). The air control valve resistance is 40 Ohms between 1-3 (normal) and 25 Ohms 1-2 and 2-3 (normal is 20 Ohms). I cleaned the throttle body and the throttle switch clicks nicely (though I couldn't check resistance). Vacuum hoses are tight. Timing is ok at 12 degrees BTDC. What am I missing?
