Help! 84 240 Running Hot After Water Pump Change 200

Hello to all! I need some help from the 240 gurus out there as to why my 240 is running hot. A couple weeks ago I changed out the water pump with a new GMB unit. The old one was doing fine, but leaking out of both seals badly. I figured I would put in a new pump since I was doing the job anyway. The job went smoothly and I was able to get the pump seated properly against the head. I changed all the belts and adjusted them to proper tension at the same time. Since the job, if the car is idling stationary or moving below 25 mph, I can watch the temp gauge creep steadily north of the horizontal position. I will let it get halfway between the horizontal and the red zone, then I will turn the heater full on and cool the car back down. I have re-adjusted the belt tension several times and I have it as tight as I can get it. The fan disengages upon startup and as soon as the engine warms up, the fan pulls plently of air. I can not hear any belt slip from the fan. I installed a new 87C thermostat today with no change in behavior. I have also been tracking down what I think is a vacuum leak and I have replaced the injector seals, vacuum lines and flame trap with corresponding hoses. I will hopefully be installing a new throttle body gasket tomorrow. I have double checked the tire pressures and the brakes are not dragging. The ignition timing is set at about 13 degrees BTDC and the spark plugs are brand new. The car is lacking in power against any grade and has a whistle as the throttle is opened under load, but I figured that was all vacuum problems. Could a leak contribute that much?
What am I missing? Is there any way to test the fan clutch? The manual I have for a '71 164 shows a way to test the amount of slip with a timing light (I think; it's been a while since I have looked...). The Bently shows nothing other than R/R instructions. I am running out of ideas... :-(
