How to mount fogs on a '95 940 900 1995

Looking for a way to mount 4 Hella auxiliary lamps under the front bumper (2 fogs, 2 driving lamps). That air dam / shroud / whatever you call it sure makes things difficult to get at the bottom of the bumper.

I wondered if anybody has had success in finding a way to run a bolt up and through the bottom and get any sort of aftermarket lamps to mount properly, without being mounted so far forward so that the lamp lenses protrude past the leading edge of the bumper cover (not a good idea for long life of the lamp).
