Failed NOx emissions - how to detect vaccuum leaks? O2 sensor? 200 1986

I saw that one cause of failed NOx can be exhaust leak before cat. conv., checked for that & didn't see/feel any leak.
I saw that vaccuum leaks can cause this problem, how do I detect them?
Can an old O2 sensor cause this?
Any suggestions, especially most likely causes is appreciated.
