ABS electrical issues 900 1993

1993 945 with 115K. ABS warning light comes on only occasionally on startup and has NEVER come on while driving. ABS system does not seem to be functional (I tried to test it the last wet day we had--could not make the brakes lock up, but could also not feel any pedal pulsing). When I try to pull trouble codes, I get absolutely no response.

I have replaced the relay and it has made no difference. With the relay removed, a voltmeter showed the correct ground and 12 volts on the black and red leads respectively. The yellow lead did not seem to be affected by ignition switch position, which the FAQ suggested is a problem. But I don't know that I was testing it correctly, as the FAQ gives the impression that I'm supposed to be checking voltages with the relay still installed (how can you do that?).

I'm wondering if I might have two problems: an ABS problem and an intermittent bad solder joint on the instrument panel.

Any ideas on what to check?
