No headlights or taillights 200 1993

I was showing my 240 to a potential buyer and the headlights and taillights would not come on.
The blinkers and brake lights work ok.
I told him i would try to fix it so he is coming back tonite.
I knew it did not have hi-beams but now it doesn't have low beams either.
Has anyone had this problem?Sounds like it could be a relay,is there a relay for this?
