No Start - 0V to Solenoid 200 1985

So I am getting 0v to the white/blue wire going to the solenoid on START. I swapped from an auto to an M46, so for testing I've hooked up the automatic's slider that allows starting while only in Park (it is in P). Still getting 0v to the solenoid on START... any ideas?
