how to check ? 200 1989

Can anyone help with the how to on checking the preheater/wiring for the o-2 sensor?I think that I either have a direct short or that the voltage is missing because I keep tripping the CEL and both the 0-2 and the MAF are working fine.
I found myself temporarily without a manual or diagram.
