Dash lites not working 700

The dash lites in my 88 740T do not work. I have been trying to diagnose it all afternoon to no avail. The fuse (#21 if I remember right) is good, and the other functions on that circuit all work properly. Its like the interior lamp dimmer is turned right off, but of course there is no dimmer on this midle (that I know of). Can anyone help with this?
I have cleaned up the grounds behind each kick panel, and the ones on the front of the front quarter panels.
Coincident with this is that I can't get the dome light to turn off completely when the door closes. It browns out, but will not shut off unless it is done manually. The door-ajar boinger however does turn on and off with the door opening and closing.
Could these symtoms be related?
