Hi beam indicator ghost - - any experience? 200

88 240 I fixing up for my daughter's first car. Just about ready to take it in for inspection, but I'm afraid that it will fail for bad hi beam indicator light..its always on. I cleaned the ground connections, then installed new ground wires for the headlights. Swapped in a known good headlight relay. Now I am getting ready to pull the instument cluster, but I don't know exactly what I will be looking for. BTW, the indicator light "flashed" a bit when you go from hi to low beam....everything works but the indicator light.
