Easy NOX fix for a 1990 like on my 1986? Failed emissions. 200 1990

A month or 2 ago I easily had my 86 240 pass emissions by plugging the vacuum line to the ECU (after failing the first time). Now my 1990 has failed emissions due to the NOX number, but I don't see any ECU behind the pass. side headlight. Any ideas for an easy fix like on my '86? Other ideas? Note: the exhaust has no leaks (made sure to also check the front pipe), the O2 sensor and cat. converter are only 3 years - 40,000 mi. old. Thanks.
