Instrument lights don't work when headlights on 200 1990

An intermittent problem has become permanent. The instrument lights and transmission shifter light do not work when the headlight are on, however they work fine through the dimmer when the parking lights are on and the headlights are off.

Idiot lights, blinker arrows, and hi-beam lights all work all the time.

Thoughts? I am guessing a marginal ground somewhere?
