won't start for a while 200 1993

1993 240 wagon...started doing this in the summer...would start first tihinginthe morning oir after setting for a long time (at work). after a few short trips it would not start. all the dash lights would come on, fuel pump etc..we would open hood and "arc" the starter and it would be fine (maybe) for a while..could be 1 mile could be 2 weeks. then it would do it again. we replaced the starer and allwas fine for about amonth. now it is doing it again. it is cold and snowing so heat is not a factor unless somethning under the hood is overheating...could it be the solenoid? ignition switch? please help
