Horrible BAD MPG Help 200

Okay still getting bad MPG and cant figure out what is the cause
right now getting 12-15mpg
Car:
Thank you to all of you who have replied it has helped a lot and am in the process of trying suggestions. New info below:

1988 240 Dl sedan
230f
manual

Recently I swapped out these parts suspecting as culprits

O2 sensor
AMM
coolant temp sensor at back of engine
coolant gauge sender at front above knock sensor
knock sensor (because I broke it trying to get to Temp sensor)
cleaned out throttle body really dirty improved somewhat but not really
took off airbox and have a cold air supply going to it now till i figure this out
Fuel pressure regulator swapped out
all vacuum hoses seem to be tight and connected

to help solve:
the exhaust coming out smells rich as well but is NOT of any bad color like blue or white.
cold air i know would bring down mpg when driving but during idle I just wanted to rule out clogged or bad air box
I did get 24mpg on the freeway yesterday but around town driving 20-40mph I only get 12mpg, I know town driving is worse but that low something is up.
My power is fine, no lag, nothing to complain about but even at a stop light from inside the car I can smell the bad fuel mixture.
