Weird Wipers on '84 244 DL 200 1984

I just purchased an '84 244 DL and have a little problem with the wipers. The passenger side just 'wiggles' when turned on...no sweep. The driver's side does the full range of motion, but then stops 'half mast' when the wipers are turned off. Any ideas out there?
