Headlight glare 700 1992

I've had this 740 Wagon since September and twice now I've had to drive through a heavy snowstorm at night and didn't enjoy it one bit. I've been driving various cars through all kinds of weather for over 50 years, but haven't seen anything quite like it. The headlights appear to be aimed perfectly and the lenses and reflectors are clean and clear. I'm sure they must have been replaced in the last few years, because there's no way they could be 16 years old. However, even with the low beam, there is so much back-scatter from snowflakes that I can't see a thing and if it weren't the rumble strips on the sides of the freeway, I wouldn't even know which lane I was driving in. I've checked the lights just in case they were some no-name replacement parts, but they both say Cibie, Volvo, 9V 7H and HR88 (if that means anything). The only way I can figure out how to safely drive under these conditions would be to install dedicated fog lights and not use the headlights at all, just the parking lights. Any suggestions? Can someone recommend fog lights with a sharp cut-off that don't cost an arm and a leg?
