MPG could use some improvement: 944T with 178K 900 1994

1994 944T Auto/178K
This project car is about to make it first real trip (1500-2000 miles). It runs great and may be the quickest b230ft we have had. Very happy with the car except for mileage.

Around town it is getting 20 and highway yields about 23. I normally get 2 or 3 more mpg on the highway with our turbo cars.

It has new cap and rotor with good ignition wires. New NGK plugs. Clean plumbing and in 3000 miles it used 1/2 qt. of oil.

The exhaust pipe would indicate it is running rich because of the black sooty deposits.

The O2 sensor "appears" to be functioning properly with a VOM check. I have no idea of the age of the O2 sensor but the car did not show signs of love when I purchased it so I am guessing it is an older (original?) sensor.

I have not done a pin out check on the temperature sensor at the ECU connection. Can anyone tell me which pins would be the ones I need to check resistance for this car?

Any other things come to mind that might cause a rich running condition?
