740 heater valve question 700

I have three used heater valves from various year 740s with manual heater controls. On all of them, the vacuum capsule and actuating lever work properly, though counterintuitively--vacuum is applied to CLOSE the valve--but when the valve is closed, it is nowhere near air tight. Is this normal, or will it cause the heater to never turn off completely? I only suspect it might be normal because all three valves I have seem to be identical in this regard, and three identical failures would seem unlikely....
