740 Regina. Won't start 700 1990

The car will start fine except when it has been driven for around two miles and left standing for around 30 to 90 minutes in 40 to 55 degree weather.
It will start at 10 degree just fine so I think the cold start valve is working and there is no hesitation during warm up so I think the IAC is OK.
It always starts when it has thoroughly warmed up.
The way I get it to start when the problem occurs is to squirt a small amount of gas down the vacuum line to the throttle body and it starts every time.
Any ideas on what the problem might be and possible tests and solutions will be much appreciated.
The car is a 1990 740 non turbo with a Regina fuel system.
