145 Rear Seat Belts 140-160 1973

I've noticed some 145s have rear seat belts while some don't, even when comparing equivalent models from the same year.

From what I can gather, American 145s have them, while some other markets don't. Anybody know if certain markets received 145s without rear seat belts?
