940 Won't Shift out of park 900 1992

After troubleshooting the right rear lights and getting tail, and turn signal working I disocvered that I had now lost all brake lights where before left and high brake were working. When checking on backup lights I discovered that now I can't shift out of Park even with the lever at the rear of the shifter inside the brush.

Is there a fuse to check? #7 was fine.
