1993 240 Runs Incredibly Rich 200 1993

Hey guys, very odd problem. My cars runs incredibly rich, in fact, so much so that it does not run at all. At the moment, it attempts to turn over and fails miserably. I know that it runs rich both because of the codes I got and because I pulled out the spark plugs to check them after cranking it and they were soaked. I changed all the usual suspects: air mass sensor and fuel pressure regulator, and checked the fuel pressure at the rail. It was an unacceptably high 48 (I think around 33-38 is normal, if I'm remembering correctly). Given that I've already changed the fuel pressure regulator, what else could it be? 

I've considered the possibility that the return hose from the regulator is clogged with ice, since it IS cold at the moment, but the codes and rough idle occurred midway through a long drive from Baltimore to NY (I doubt ice can form well while the car is warm and moving).
