Valve clearance settings 700 1991

Volvo specs: 0.35mm to 0.4mm, cold engine.

First question: Have been told that if I have to err, do it on the side of setting loose, i.e. bigger clearance. Tight clearance will result in burned valves, so they say. Is this true?

Second ?: If setting the clearance without the hushers in place ('cause they are almost all gone anyway - only traces of one or two were even still there), should I set the clearance with a little extra looseness to allow for the hushers when they get put in? The FAQ says they squash up after a few minutes hot running, but do they squash up all the way, or do they still tighten up the clearance a little bit?

When my new shims come in, my clearances should run from 0.366mm to 0.397mm, all measured without the hushers in place. Should I adjust a little bit looser than this to allow for the hushers? Say from 0.38mm to 0.42mm, or would that be too loose?

FWIW, the Volvo reconditioning manual goes directly from head assembly, with new hushers, to checking the valve clearance. On a bench, so the engine has not been run, and the hushers have not been squashed. If the clearance was set to 0.35mm to 0.4mm under those conditions, wouldn't it loosen up quite a bit once the engine was started and run?
