Dash lights/rheostat question 700

Hi Everyone.
Aside from other issues with my lights (tail lights are working yay!) I'm wondering about normal operation for the shifter backlight .
Should it decrease/increase opposite the dash lights, or with them?
I usually run my dash lights at full brightness, but that ends up with no lights on the shifter.
Also, if it's intended to be that way 1)Why and 2)How can I reverse it?
