Broken 95 960 Front Bumper Wing Clips 900

I have a 95 960 sedan. The fromt bumper wings are loose, and on investigation it seems the top clips have broken off, likely from snow. I understand the clips are riveted to the bumper, and na arm extends out that clips to to the moulding attached to the car.

I am looking for a work around or proven way to reaffix it. Volvo says I need to buy a new bumper cover, which is about $600. I am considering using wire. Ideas appreciated.
