Poor mileage - replace mass air flow sensor on '93 "beater?' 200 1993

1993 beater - 240. Poor mileage, but in Midwest, esp this year the cold prob has a lot to do w/ stuff. 11 mpg vs. potential/non-guaranteed improvement w/ a new oxygen sensor and/or mass air flow sensor? Any recommendations?
