Stobe lights. 200 1989

Hi all,
every time it is wet my lights strobe for a period of time. Belts are good and tight and not wet or moist when I check. I'm thinking it could be a bare wire on the altenator? I don't think it is the voltage regulator as it only happens when the undercarriage gets wet. Any suggestions? Thanks
